2021 ELECTIONS: TIME FOR NOMINATIONS !

Nominations will be accepted from August 1 to August 30, 2021 for officers and regional representatives to serve a two-year term from January 1, 2022 to December 31, 2023. There are ten elected positions: President, Vice-President, Secretary, Treasurer, and six Regional Representatives. See the NAHO Bylaws, www.naho.org, for more information about the duties of officers and regional representatives.

All nominations must include the nominee’s name and a brief biography; self-nominations are welcome. Nominations may be sent by email to janice.deshais@ct.gov, or mailed to the National Association of Hearing Officials, PO Box 492286, Lawrenceville, GA 30049. Nominations must be received by midnight EDT on August 30, 2021; if mailed, submissions must be postmarked by that date.

ELECTION TIME: NAHO NEEDS YOU!

Nominations are now being accepted for officers and regional representatives to serve a two-year term from January 1, 2020 to December 31, 2021. 2019 NAHO Certification Report

The Certification Committee is pleased to report that the following judges have been certified or re-certified by the NAHO Board of Directors based on recommendations from the NAHO Certification Committee.

Judge Marilyn S. Slifman has been certified as an administrative law judge. She attended the 2018 NAHO Conference in San Diego. She has an undergraduate degree from Golden State College and Western State University and a JD from Western State University. She has over thirty years’ experience as a lawyer and three years as an ALJ/CHO for Orange County, CA.

Judge Jocelyn Weston is a pupil personnel administrator for Prince George’s County Schools in Hyattville, MD where she serves a judge for student disciplinary hearings. She has previously been certified as a CHO and was awarded recertification this year.

Judge Kay N. Hutson is the Director of Administrative Hearings for the South Carolina Department of Probation, Pardon, and Parole Services in Columbia, South Carolina. She was awarded re-certification as a CHO.

Judge Kathleen L. Nadobny received recertification as a CHO earlier this year. She is an Administrative Hearings Officer with the South Carolina Department of Probation, Pardon, and Parole Services in Columbia, South Carolina where she works with Judge Kay Hutson.

Judge Toni T. Boone was recertified as an administrative law judge. Even though she is serving as a retired judge, she is very active in NAHO currently serving as President-Elect and Program Chair as well as serving on numerous other NAHO Committees. Judge Boone will assume the presidency of NAHO in 2020. She is the wife of retired Oregon Supreme Court Justice Mick Gillette.

Judge Catherine L. Guedalia is an administrative hearings officer with the South Carolina Department of Probation, Pardon, and Parole Services in Mt. Pleasant, South Carolina. She was recertified as a CHO by the NAHO Board.

Judge Bonny Fetch was recertified as an administrative law judge. Judge Fetch is a retired administrative law judge for the North Dakota Office of Administrative Hearings. Judge Fetch has a distinguished career both as an ALJ and in NAHO. She has served in virtually every NAHO office and has received every award NAHO offers. She is an exemplary leader and judge.

Judge Lorinna Metro has recently completed the requirements for recertification as a CHO. Judge Metro has recently retired as a field supervisor and hearing officer for Bureau of Administrative Reviews for the Florida Department of Highway Safety and Motor Vehicles. She is working now for the district attorney in Palm Beach, Florida.

Judge Robin Walker is a hearing officer for the Harford County Schools in Bel Air, Maryland. She completed the program taught by NAHO Certification Committee member Dr. Ben Brauer and Judge Buzz Williams. The NAHO Board approved her application for recertification as a CHO.

Judge David Bruzga is a Discipline Hearing Officer for the Howard County Schools in New Market, Maryland. He completed the program taught by NAHO Certification Committee member Dr. Ben Brauer and Judge Buzz Williams. He is recertified as a CHO.

Dissertation on Human Services Hearing Officials’ Job Perceptions Released

Several years ago, NAHO members who conduct Human Services hearings were interviewed about how they view their roles by Karen R. Brown, then a social work doctoral candidate at the University of Connecticut and a hearing officer at the CT Dept. of Social Services. Ms. Brown reported on the progress of her work at the NAHO 2014 Annual Conference in Charleston.

We are pleased to say that Ms. Brown has finished her work and has sent us her completed dissertation, which can be viewed below:

NAHO Congratulates Newly Certified Hearing Officials

NAHO congratulates Dr. Horace Buckley and Timothy Monroe on becoming Certified Hearing Officials.

Judge Buckley is a hearing officer for the Gwinnett County Schools, GA. He has been a hearing officer for 9 years. He is a graduate of Southern University (BSEd), the Ohio State (Med) and received his doctorate from Nova Southeastern University.

Judge Monroe is hearing officer and Assistant Director of School Safety for the Forsyth County Schools, GA. He has been a hearing officer for 5 years. He is a graduate of North Georgia College (BBA and MEd) and the University of Georgia (EdS).

Both gentlemen have satisfied NAHO's rigorous certification criteria.

Becoming a Certified Hearing Official or Certified Administrative Law Judge is a nationally-recognized hallmark of excellence and professionalism.

James, Jeanine McCannon, Rodney Moorehead, Alice Newton, Monisola Ogunfiditimi-Tamba, Rebecca Ophus, Tracia Rountree, Pamela M. Smith, Colleen Ulrich, Suzanne Windor, and Rebecca Ophus, CALJ. All of these Judges have satisfied NAHO's rigorous certification criteria.

NAHO Hotel Rooms at Special Rate Ends August 15, 2017!

Attention all NAHO Conference Registrants:

This is a reminder that NAHO’s special rate for suites at the host hotel, Embassy Suites-DC Convention Center, are only guaranteed through August 15. After August 15, the rates go up to the hotel’s regular rates, which are considerably higher. If you have delayed making your room reservation in the hope that you will find a less expensive room near the host hotel, please be aware that NAHO reviewed the rates of all the hotels in that area and found this hotel’s rate for suites compared favorably with other hotels’ rates for regular rooms. In addition, the Embassy Suites provides a complimentary made-to-order breakfast or a breakfast buffet each morning as well as complimentary drinks and snacks at the Evening Reception. Embassy Suites’ Passkey Reservation System has been programmed so that NAHO conference attendees can easily make room reservations at NAHO’s special rate. The website address is: https://aws.passkey.com/go/NAHODC2017. Reservations may also be made by calling toll free 1-800-HILTONS. Please refer to the National Association of Hearing Officials Conference, September 10-13, 2017. To confirm a sleeping room within the NAHO Room Block, the sleeping room must be secured with a valid credit card provided by the guest attending the event, along with a first night’s deposit BY AUGUST 15.

$500 Scholarship Available for Courses with the National Judicial College

NAHO has a $500 Scholarship from the NJC that will expire August 31, 2017. The NJC has a few classes that you might find useful before the scholarship expires. Given the limited time we have with the scholarship, we will offer the scholarship on a first come, first serve basis. NAHO No Longer Issues Membership Cards

NAHO no longer issues membership cards to new members or renewing members. Actual membership cards are no longer necessary, as we can now confirm membership in our membership data base. To verify membership, log in at naho.org. If you are already a member and don't know your password, or if you are a new member and need to set a password, you can do so at http://www.naho.org/Sys/ResetPasswordRequest.

2021 NAHO Membership and Renewal Dues

Effective March 01, 2017, NAHO membership dues will change to the following: The membership year is Jan 1-December 31.

Renewal for one year $ 50.00 (Associate member $35.00)
Renewal for three years $115.00 (Associate member $100)
Renewal of five or more members from the same agency (one year only) $40.00
New member one year $60.00 (Associate member $45.00)
New member three years $135.00 (Associate member $120.00)
Five or more new members from the same agency (one year only) $50.00.

There will no longer be a discount for 25 or more members. For those agencies that have five or more members registering at the same time, please contact Marilyn Slifman to receive a discount. Dues are payable Jan 1, and a late fee of $10 per member applies on or after March 1, 2017.

Effective July 20, 2020, the late fee for renewing members and associate members for the year 2020 has been waived due to the pandemic.

NAHO congratulates Judge Kayla Adams on her recertification as Certified Hearing Official.

Judge Adams serves as a Hearings Manager for the Health and Human Services Commission in Lubbock, Texas. Judge Adams also volunteers as NAHO’s Southwest Region Representative, covering Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.

Recertification demonstrates Judge Adams' commitment to professional development and excellence in administrative hearings.

NAHO congratulates Judge Colleen S. Ulrich (Georgia), Judge James William Huntley (Maryland), Judge Gwendolyn W. Gordon (Maryland), and Judge Darlene P. Davis (Maryland) on becoming Certified Hearing Officials.

Judge Ulrich serves as Assistant Director of Student Discipline for the Gwinnett County Public Schools. Judges Huntley, Gordon, and Davis all serve as Pupil Personnel Workers for the Prince George’s County Board of Public Education. All four have satisfied NAHO's rigorous certification criteria.

Becoming a Certified Hearing Official or Certified Administrative Law Judge is a nationally-recognized hallmark of excellence and professionalism.

NAHO Loses a Loyal Board Member and Friend

Eric G. Moody (ID), Western Regional Representative

Eric Moody, longtime NAHO Board member and Chairman of the Membership Committee, died unexpectedly at home in Eagle, Idaho on Sunday, December 18. Eric was not only a Board member and committee chair, he was an effective and valued presenter at conferences, often sharing his insights on handling high volume hearings. Eric was also one of those essential people NAHO always counted on to do whatever was needed to assure the success of a NAHO project or conference, whether it was helping stuff registration folders, sitting at the registration desk to greet attendees at the annual conference or selling NAHO t-shirts and caps, Eric was that special person who did what had to be done without fanfare or attention. Eric leaves his wife Kim and a son.

While other NAHO members may take on the tasks that were formerly performed by Eric, his unique combination of willingness, work ethic, good humor and enthusiasm cannot be replaced and will never be forgotten.

May he rest in peace.

NAHO congratulates Judge Eileen Bishop (Florida), Judge Diane C. Henry (South Carolina), and Judge Vernon L. Howell, III (Florida) on their recertification as Certified Hearing Officials.

Judges Bishop and Howell both serve as Program Managers for the Florida Department of Highway Safety and Motor Vehicles. Judge Henry serves as a Hearing Officer for the South Carolina Department of Social Services.

Recertification demonstrates these judges’ commitment to professional development and excellence in administrative hearings.

NAHO congratulates Judge Welton L. Lilly (Maryland), Judge Wade J. Blair (Maryland), Judge Rachel A. Thompson (Maryland), and Judge Deon R. Wilform (South Carolina) on becoming Certified Hearing Officials.

Judges Lilly, Welton, and Blair all are hearing officials in Maryland public school districts. Judge Wilform is a Hearing Officer in the South Carolina Department of Probation, Parole and Pardons. All four have satisfied NAHO's rigorous certification criteria.

Becoming a Certified Hearing Official or Certified Administrative Law Judge is a nationally-recognized hallmark of excellence and professionalism.
